Union for the Mediterranean: a new element for the Mediterranean Region governance

Abstract

The new “Barcelona Process: Union for the Mediterranean” (also referred to as UpM), provides a renewed framework for the Euro– Mediterranean relations. This article studies the institutional framework of this new Process from a historical perspective, considering the development of Euro–Mediterranean networks for dialogue and association from 1995 to the present. To this end, it studies the institutional settings of the Barcelona Process (considering its interaction with other association mechanisms such as the European Neighbourhood Policy), and describes how the idea of creating a Union for the Mediterranean, its problematic evolution and its final accomplishment have generated a renewed Barcelona process that aims to satisfy the needs of dialogue between both sides of the Mediterranean basin.
