Elements for designing road safety policies: a methodological framework

Abstract

Road accidents represent a worldwide pandemic, as is recognized by the World Health Organisation. Govern‑ ments, both from industrialized coun‑ tries as well as from developing ones, must react and implement effective policies for the prevention of victims on roads. With the aim of helping go‑ vernments in this regard, the European Transport Safety Council has developed a methodological framework for the design and implementation of road safety policies. This article summarizes this framework, formulated as a simple check–list containing the elements considered most useful in maximising the chances of success in road safety policies. The framework includes a total of 22 elements ranging from top–level government leadership to in–depth traffic crash investigations and career development for road safety practitio‑ ners and technicians. The elements deal with road safety strategy, action plans and supporting tools. The article ends with a brief discussion on the nature of road safety action as a dynamic process under permanent review and redesign.
