Economic development of paraguay: failure of its model for financing

Abstract
This article analyses the result of multi-million financing provided by the Inter-American Development Bank and the World Bank for the development of Paraguay, focusing on the road, health and sanitary, and education and housing sectors, whose forecast objectives have not been met in the projects of the lending institutions. It is highlighted that this failure is mainly due to lending multilateral organisms’ mistakes on the design, analysis and, especially, on inspection and surveillance during execution and “ex post” evaluation of projects, and also to the corruption in both authoritarian and in democratic administrations. It exposes several proposals for the improvement of this reality in the field of negotiation with lenders, transformation of public institutions, renegotiation of Itaipú Treaty and development of the capital market.
