Contributions on the financing of rural development from a territorial based approach in Latin America

Abstract

This document attempts to give a general overview of the situation, evolution and perspectives of farming and rural pre–investment, investment, and financing activities in Latin American and the Caribbean, mainly through interventions of the public sector, national bank, financing institutions for development and multilateral bank. It then focuses on the conceptual, methodological and operational experience of the Inter–American Institute for Cooperation on Agriculture (IICA) about rural development from a territorial based approach, emphasising the allocation of resources within the framework of the four pillars of the approach: (i) agro productive–commercial chains; (ii) rural territories; (iii) institutional innovation; and (iv) the development of strategic capacities for rural development. It finishes with final considerations and lessons learnt. The presentation includes two cases: (i) Analysis on border Costa Rica – Nicaragua development; and (ii) the experience of IICA: learnt lessons on rural development from a territorial based approach.
