Abstract

The Spanish territorial system was shaped according to the 1978 Constitution which, as well as regulating the autonomous system under Title VIII, establishes a model of Social State adapted to contemporaneous democratic systems, in which priority is given to certain higher scale values such as equality and solidarity.


The constant evolution of this territorial model during the last quarter of a century has resulted in a system with federal characteristics in which the Autonomous Communities have equal status. The crisis of the social state and its scale of values in the world today has resulted in the appearance of collective selfishness which is reflected at territorial level. But its admission to the Spanish system requires a Constitutional Reform as it affects the constituent democratic power.
