Official Spanish Development Aid for Education 1999–2004: report and recommendations

Abstract

To date there have been no significant studies carried out on Official Development Aid (ODA) for Education, even though this is universally considered to be a key factor in a country’s development and is one of the main beneficiaries of funds granted by the Spanish bilateral ODA. This is why the main objective of this report is to remedy the situation with an in–depth analysis of what has been done through Spanish cooperation for Education in developing countries in the last few years (1999 to 2004). We also have studied how Spain can orient its aid in this sector to improve its quality and efficiency. In this respect we have analysed data found in annual project lists recorded by the Spanish Foreign Ministry by the service of Dirección General de Planificación y Evaluación de Políticas para el Desarrollo. Once the profile for Spanish bilateral ODA in Education has been designed, recommendations are made for improvement and further action.
