Abstract

A very critical version of the Venezuelan President Hugo Chávez’s politics, focused on the analysis of the economic practices. The author states that with a rentist policy based on revenue coming from oil a socialist system is expected to be achieved. He mentions that the unsuccessful policy of nationalizations that is reproduced again could lead to “businesses without businessmen, markets without merchants”. The answer of the regime to this criticism is that socialism will bring a “New Man”. On the other hand, the new economic policy is mainly based on the small-scale agricultural and livestock production, the domestic production and extractive activities; however, it neither foresees a competitive industrial production, nor a technological and organizational development. Finally, he indicates that President Chávez’s politics could be described with the expression “governing by occurrences”.
