On Agriculture and Farmers. Reflections in a transition period

Abstract

This article explains that the so called “modernity” in agriculture cannot be measured anymore with a criterion of effectiveness but of efficiency (good resources use). The externalization of agrarian activities and the development of services companies in the rural areas represent a new scenario for this environment. The new dual agricultural strategy is based in a group of competitive farms and in a multifunctionnal agriculture strongly integrated in the territory. As far as the public policies are concerned, it cannot be waited that all orientations and decisions come from Brussels; state and regional autonomous policies must be protagonist in that strategy, which should emphasize the diversification. Finally a Pact for rural development and environment is proposed.
