Reform in the running of the civil service in Andalusia and the challenges entailed in a second process of modernisation

Abstract
Using the concept of governance, this article underlines the need to reach levels of efficiency in public administration at a more advanced state than mere governmental stability. This viewpoint centres on the case of Andalusia and proposes modernising the administration in this autonomous region, sunk in routine apathy and inertia. The so–called Second Modernisation would mean a starting point in this sense. The main innovation suggested is the Agency model, already put into practice by the SAS (Andalusian Health Service); agencies would be empowered to design their own public policies and their running would ensure transparency and control; this transformation is considered vital in the context of competence in the European Union.
