Abstract

This editorial deals with the fundamental question lying behind the constant proposals for the regional financing reform. It is a very important issue that, according to the first statements made by the new government, seems to be moving to the next legislature. It is a well–known fact that there are two systems of regional financing in Spain. In the process of approximation of both systems, the sometimes opposite concepts of financial autonomy and solidarity are involved. Why the regional financing is a current topic again is explained in the introduction as well as the fundamental problem which is dealt with by the editorial. In the second point, initial budgets in the regional financing, some ideas about the difficult balance between autonomy and solidarity in the regional financing are stated. The third part explains the main differences between the autonomous financing and the Organic Law on the Financing of the Autonomous Communities (LOFCA). The fourth part analyses the latest proposals to bring the common system closer to the autonomous one, identifying technical errors and values implicit in some of them. Finally, the editorial concludes with some considerations regarding both technical and political issues; regional financing is an economic and political subject, linked directly to the model of state wanted.
