Training of Human Resources for International Co–operation

Carmelo Angulo Barturen

Abstract

The author, who has worked professionally for the United Nations for nearly a decade, also has long–term experience in the field of co–operation not only in NGOs but also in organisations of bilateral and multilateral character; this activity has led, for example, to the establishing of a projects’ office in several co–operation schools, as well as a master programme organised by the University of the Basque Country (UPV). His extensive experience has allowed him to examine co–operation actions in depth, and from there analyse the process of training for co–operation. He underlines the attitudes and principles that should guide co–operative agents from the north, the dilemmas facing them and above all the need for experts to be able to rely on management skills. He also includes a critical analysis of present studies for co–operation, taking a specific case: the UPV master mentioned above.
