Vietnam on the hunt for a third way

Abstract
The author’s aim is to offer a positive view of modern Vietnam, a country which after years of foreign domination, and having seen the end of one of the bloodiest wars of the twentieth century, has turned to a new page in its history, and, encouraged by its slogan “independence–unity–socialism”, looks forward to a brighter future. The article begins with a brief review of its turbulent history, and goes on to analyse the socialist political system in Vietnam today as is reflected in its 1992 Constitution. A study is also made of the Vietnam government’s process of profound self–criticism which led to the adoption of the policy of “Doi– Moi” (renovation) and the introduction of a system of free–market without abandoning socialist ideology. Then follows an analysis of the role of private businesses in this new economy and their legal framework, and finally a quick look is taken at the civil rights recognised by the Constitution, with special emphasis on the right to practise the religion of one’s choice.
