New technologies and economic change: Regarding the second Andalusian modernisation

Abstract

Recently, the president of the Andalusian Regional Government has opened up a public debate, by quite formally calling for a “second modernisation” for the region, based on the boosting of the Society for Information and Knowledge. Our editorial board considers it appropriate to participate in this debate, contributing reflections towards a dialogue both constructive and critical. First of all, the editorial text analyses this initiative, as well as considering what may emerge as a new paradigm of development in this “new” Society of Knowledge. From this point a series of critical reflections are offered as regards the possibilities and limitations of innovation based on this technological leap. To this end this initiative is situated within the framework of previous attempts to develop Andalusia using different approaches and means, with special emphasis on economic planning, attempts that up until now have suffered different degrees of failure. So certain doubts and questions are presented about the true meaning of this new call, and some constructive proposals are made in the interests of achieving a higher level of wellbeing in the region.
