European Common Agricultural Policies in a Globalised World

Abstract

In this editorial we will reflect on the responsibility of European countries, members of the restricted circle of the rich Northern people, regarding the Common Agrarian Policy (CAP); this is a controversial subject, which has not been solved by European countries internally, and has important negative consequences externally, particularly for the more underdeveloped countries, as is demonstrated by the Agenda of the World Commerce Organisation. After describing the origins, evolution and crisis of the CAP, a brief analysis is made of existing reform proposals and the different possible strategies with regard to the changes proposed or under way. This editorial adopts a critical attitude, qualified on certain points, towards the present CAP, and presents a series of eleven specific strategies aimed at a transformation of the Policy in the sense of greater justice on an international scale, with improved balance and fewer negative effects within the European Union itself.
