Abstract

The present state of the European Union apears to be conditioned solely by such burning economic issues as the weakness of the euro against the dollar, or the rise in oil prices. This means that debates with much deeper political significance find themselves relegated to a comparatively second place. This is the case of the controversial subject of the reformation of community institutions within the sphere of the extension of the European Union to include countries from central and eastern Europe, or of the slow and painstaking process of elaborating the UE Bill of Fundamental Rights, both being necessary and unavoidable pre–conditions to be able to reach the future goal of a European Constitution. In this article the state of both issues are studied as standing in the summer of 2000, and a reflection is presented on the perspectives of advance in both spheres.
