Democratic governance in the new sustainable development cooperation policy of the European Union

Abstract
In recent decades, the European Union (EU) has undergone notable transformations that have affected its foreign policy and, by extension, its development cooperation policy. The new approach of the European Union implies important changes, among others, in the sectorization of its foreign aid. This article analyzes the effects, both quantitative and qualitative, that these changes may have in the field of democratic governance. The results show that no substantial changes have taken place, except for a reinforced focus on this type of program in the bilateral sphere and in its more instrumental dimension (“institutional quality”), which is concentrated in financial aid programs. The evolution of an uncertain international context and the definition of the new budgetary priorities of the Union in the year 2024 will be the determining factors that
consolidate, or not, these dynamics.
