ECADERT, an example of multilevel governance in the Central American Integration System: A tool for decentralised cooperation

Abstract
This paper analyses the Central American Territorial Rural Development Strategy (ECADERT) as a multilevel governance tool. To this end, a literature review of the most recent literature on the development of regional policies and strategies of the Central American Integration System in the agricultural and rural sector will be carried out. The research compiles ECADERT success stories through interviews with territorial actors involved in its development and the systematisation of territorial projects executed within the framework of the ECADERT implementation support fund. Finally, it analyses the impact and progress of interventions in rural territories and their link with national public policies for territorial rural development, in order to identify good practices of multilevel governance in SICA and how these are a tool for decentralised cooperation, such as the Andalusian Agency for International Development Cooperation.
