The System of limits on political power in Francisco Suarez. Civil resistance as a factual instrument opposition to power

Abstract
The action of the Papacy is the only institutional limit to political power recognized by Suárez. On the contrary, an implicit system of limits of political power that are essentially factual and non-institutional is established, integrated by those restrictions to this system which, in order to achieve the factual common good in the concrete case, they can be opposed to political power in non-formal juridical means, such as disobedience and civil resistance. This system is in compliance with a focus that permits enormous virtuality, given the virtuality from said concrete common good over institutional designs.
